If you can't access the add and remove program,that mean's you are'nt the computer administrator.Your account is a user account and can't delete anything on computer.Need to get the administrator to do it.If you are the admin,then sign in with that ID and password before going to add and remove.

1. click the 'Start' button
2. click 'Run'
3. type in 'regedit'
4. find the registry key HKEY_CURRENT_USER\Software\Microsoft\
Windows\CurrentVersion\Policies
5. right-click 'Policies', highlight 'new' and select key
6. type in 'uninstall' and press Enter
7. right-click 'uninstall', highlight 'new' and select DWORD value
8. rename the DWORD value 'NoAddRemovePrograms'
9. make sure the numerical value is set to 0x00000001 (1)
10. exit regedit
