I encountered this expression in Greece's entry for this year's Eurovision song contest.

Quite possibly it's a reference to the Cheeky Girls, Romanian sisters that had a short-lived music career following an appearance on the UK's Popstars (a similar TV programme to Pop Idol, The X Factor, American Idol etc.) They sang the same kind of bouncy, superficial pop music to that heard at Eurovision.
