i get a alert stating that my setting dont allow me to download stuff

usually, if you click on such alert, it should take you to a place where you can adjust settings for the feature that trigged the alert... I'm not completely sure if this is the right spot... but try to lower your security level to (medium)
tools > internet options > security [tab] > (security level for this zone)... I hope this helps...

That mean's you are not sign'ed in as computer administrator.Only administrator can download and delete from pc.If you are administrator then you need to sign in with proper ID and password,you used when you first started computer.
