Large & small corporations do have insurance to help offset liability expenses associated with environmental disasters such as oil spills. The government doesn't pay for the clean up. They may provide some operational assistance depending on the severity & potential harm involved, but those costs are bourne by the responsible company.

FEMA is not involved in these type of incidents.

i guess it all has to do with the votes. last i herd they make the company clean up the mess.
