It may be that you are attracted to a memory your subconscious is pulling up about a girl in a mini skirt. This is something that allot of guys have to deal with. You need to just think about everything else that is going on around you and stop starring, cause even though you think you aren't attracted she may get the message that you are and if you aren't then she may get upset and make a fool of you.
Everyone has different tastes in the opposite sex and weather anyone likes it of not it doesn't make you a pig as this is natural human instinct not a conscious choice of action. I can't stand when people assume things about a person because of things they can't control but that will ultimately effect they're life. If they aren't attracted to you then they aren't meant for you.

No seriously, it's called lust and simple skin-deep appreciation of one's beauty. The person might be unattractive to some, but attractive to others. The mini skirt enhances the appeal of her body but nothing else

(I have to agree, I find skirts and dresses attractive on most women too, but did you stop to consider that maybe they're not unattractive? Maybe you just needed to visualize her in the miniskirt for you to see her as attractive.)
