Did any antifreeze get into the oil at all? If your oil is even a little bit foamy you better increase those figures by a lower end bearing replacement. Or just buying a good used engine. Labour on a rebuilding a 1994 isn't worth it when you can buy a used engine perhaps lots cheaper.

However, if your hell bent on fixing this motor just do it right and rebuild both upper and lower end. If not you might already have some serious bearing damage.

I am a mechanic and have done head jobs for customers. And even after I asked them to heed the warning and we fix it while into the engine they wanted to cheap out regardless and find out a few days later their lower end went. But NO! it's the mechanics fault.

Go with the cheaper place. Replacing a head gasket is fairly easy and the work lasts quite a while regarless of who does it.

Local shop (atrusted one). It's a '94. Save the ~400 bucks for a new car.

it is your decision but i can only say is that any certified car dealers charged higher than normal garage caused you pay their proffessional fee as honda technician plus the honda original parts and so forth
ordinary garage can do that same job without charging you any
dealers fees and used non original parts which do the same work as original
have your pick!
