How about The Under Funded and Over Regulated Care Company?!
I've been in the domiciliary care business for over 10 years and it kinda sums up the situation.

Would depend on who your clients are. Many people will for example object to the term "care" as this implies passive receiving of a service and would prefer support.

You need to think how / where the name will appear for example many people will name agencies so they appear further up in directory enquiries.
