Any professional in any industry in private sector get paid as per the broader demand and supply position. Low salaries could be one of the major reasons of high scale attrition in that very category.

It is a case of demand and supply. If you are really extremely talented then they pay you more. There are lot of IT and CSE graduates drawing just 2 or 3 thousand rupees per month. As long the products they develop get good business then they get good salary.

I guess it up to the Company that hire them and the Consumer's willingness to pay for the Salary.
I have Bought CAD Programs that were expensive, but, I was willing to pay the price of a good software programmer.

If the software professional is a...
....programmer/developer then yes.
....data entry person then no.
....computer technician, no..should earn a medium salary instead.
