Yes, but the angels just passed a new law that God signed into effect in October making it harder to declare spiritual bankruptcy under both Chapters 7 and 13. The fee for it just went up to half your soul to the man downstairs and you must go to a heaven-approved spiritual credit-counselor before declaring.
