Bought a stock, now there is a merger.?

I would like to know if the waiting period is 12 months from the time the stock is bought or is it from the time the new ticker symbol is used?

When will the merger complete? They will annoubnce the completion date when they agree on a figure and terms.

When can I sell my stock? You can sell your old stock anytime as long as the symbol is still on the market or sell it under the new one once you receive notice of how many shares you have.

By 12 months period, you mean when will short term capital gain turn into long term capital gain, its when you bought the pre-merged stock, or any shares, as long as it was 12 months before you will sell the shares. Premerged or post merged company has nothing to do with it.
