Depends what you are interested in.
For web programming, if you have done no programming at all, then start with something like PHP, which will enable you quickly to get things up and running and will allow you to get some tangible results fast, which is a nice thing to have rather than spend time trying to get to grips with the complexities of object oriented programming and the loveliness of C++. PHP also has the bonus of being widely used and again, simple search for "Learning PHP" will throw up many places to start. With this approach, all the languages and tools you need are freely available and downloadable off the Internet, so you won't need to fork out any cash.
Also, if you want to get seriously involved in web programming and understand what hacking around really means, then understanding the fundamentals of networks is a must. From the protocols that underpin the Internet (TCP/IP, ICMP, DNS and the routing algorithms) to the higher level protocols which use these (FTP, HTTP, SMTP). If you simple do a search on these terms, you will find hundreds of websites.
There is a lot to learn, and even the best are still learning.

Hacking and programming are quite different things. There are jobs in the industry that are looking for hackers, and Microsoft even offers a Certified Ethical Hacker program to... I guess license hackers! They can be quite useful when securing a network...
But anyway, to answer your question, this is what I did: Set up some home networks testing various operating systems, look for exploits online and try to carry them out against your own network. Even better, get a buddy to try and secure a network and then you try to do everything to break into it. Then you can switch places as you practice your skills. This way you can gain the knowledge without breaking any laws or damaging anything.

I would suggest actually learning programming languages before jumping into hacking... you will possibly end up infecting your own system with something you write or worse get caught and go to prison for computer crimes.. not fun as far as jobs in that field you need to know linux, unix, java , vb, python, dos , c++,c , basic and a lot about networking and methods of exploiting software. Im a certified white hat by the web consortium and im still learning. Another good way is hack microsoft let them catch you on one of their trap servers and after you go to prison for a year they will hire you from what i heard.
