It depends on who you ask. im guessing that americans many times refer socialism to be communism. correct me if you feel I am unfair. There is some nations that refer themself to be socialist. Maybe the most shining example was Soviet that doesnt exist. But if you look at the structure they had there it was a ruler elite that lived luxurie life while the peolpe starved to death. I can tell you what isnt socialism its even easyer. For instance private health care insurance were some are covered and others arent. A school system that have money barriers at higher education that only gifted poor students can climb over or regular students with mom and dad providing for them. Socialism isnt a military were you can choose to join military or neglect it. Socialism is reduced prices on medicine , access to hospital for all peolpe without ending up with a juicy bill (even if that sometimes make the patient to need to wait longer time). Socialism can be ownership and monopolization of some branches. This is just examples I come to think of.

Democratic Socialism is all about wealth distribution and raising the wealth of the country from it's bottom and not the top - it can be summed up with the slogan " if someone is poor - we all are".
Capitalisms slogan is "f*ck the poor".
