The blower motor resistor probably has a burned out resistor in the resistor pack.. The highest blower speed doesn't use a resistor is why yours runs on high. It should be located in the plenum (duct work) close to the blower motor and can either be in the engine or passenger compartment. It will look like a flat plate with wires connected to it and held in place by a couple of screws. About $15-$25. ...Good Luck...

The blower motor is a DC motor, speed is regulated by resisitors.
