yes for some rocks are hard but they hold a lot of water

It depends on what you mean by spongy.

As one other has pointed out, if you mean can the material have a lot of pore space like a sponge, then most definitely. Pumice would be a good example.

On the other hand, if you mean can the material be squeezed and then rebound like a sponge, it gets more difficult. If the hard material has a very thin cross-section then it can act in this manner. Steel wool would be an example.
