The right click on the folder and from the security tab apply the permissions/restrictions.
When that user tries accessing that folder they will get an error.

as for the folders, not sure but you can hide them :)

u hav to use a softwares which lock folders using the kernel (this means u cannot use them in vista, since vista's kernel is locked) use softwares like folderguard, folderlock, folderpassword etc.
