i know that england has numerous projects that are undertaken by the public and private sector, which is a breakthrough for better development of public facilities, "build-transfer-operate"...right, the people paid tax to the government for the basic public facilities like roads but what i know there are some projects like expressways/tollways that are built and finance by the private sector (the government did not pay for it) and the same operated by the latter, after a certain period of time (after the private company earned what it spent for the project), the private company will transfer all the rights to the government...meaning the gov. now officially own the tollways, operate them and earn profits from them. it's a good scheme of cooperation actually...how will the government monitor the use of the roads? we have tollways where users pay certain fees, besides you can't use the highways without passing through the gates.

It is/and no they dont have the equipment to track all vehicles on the road and anyway your talking about 5 years on and photography is not the only thing they are fitting cameras in the sewer and if you use the toilet more than twice a day you will be taxed

Makes sense to me, here in New York, USA. There are some roads that are without tariff, and they stink in comparison to the ones we pay taxes on. I'm talking about thruways for a 3 hour drive. Anyway, I used to travel every week that three hour trip, and I wouldn't be caught dead on the little one at night- or I mihgt actually be dead. THere's all kinds of amenities on the taxed orad, and for my $3.00, I'll take safety and bathrooms and coffee!

If you are walking around with your mobile phone turned on you can be tracked because the phone system has to know which cell you are in to connect you.There are considerably more than 10 million mobile phones out there.
