You're not out at the right time of day!
At 12 noon or so, the sun should be directly over you.
There should a way that right around that time, your head is just slightly to the side of you. Turn so that it is directly in front of you, and mve your foot out a little bit. Not your head, just your foot!
You have to crouch a little on the other leg to be able to do this!

It is very difficult one but you may wait some time till sun is above our head perpendicularly. In normal conditions, sun is in one side or other slightly drifted condition always. but during certaintime it will dirctly above our head while moving from 22.1/2 degree south to north.

in case of India, it will happen around march 21 and september 21. even in this condition also, if the sun is slightly east or west of our head. in this condition, we cant get your leg on your shadow.
now you have to weight for some more years so that earth and sun revolutions in such a way that your head, sun will directy ie, perpendicularly above your head.
what u need is u have to wait untill then this event comes.
it may take number of years possibly once ir twice in your life.

Because it is your shadow. and a shadow doesn't need a head to think. It follows you.Long or short, it is a shadow. That is symbolic, whatever scientific reason maybe.

Because your shadow mirrors your own shape and stance, so your feet will "join" with your shadows feet.
You can however stand on someone elses head.

u can stand on the head of the shadow, only when u are standing on YOUR head.
