How to find someone who WAS in Illinois Foster Care years ago?

Hi, we raised a child for 7 years that was a foster child in the state of Illinois. We moved and was not allowed to take her out of the state. It has been 20 years now with no contact and would like to make contact with her to tell her of happenings and share lives with each other. Does anyone know how I could find her since she was in Illinois foster care? Thank you ahead of time. I have searched her name on the net and cant find anything.
