I have russsian licence and would like to buy a car .But i cant pass for european yet.Can i drive with russian?Cos this country not part of EEU

Yes, you can, I know for sure - many of my friends did. In the past some of them had problems renting a car at particular agencies, which didn't want to rent cars to Russians, but I think now this has changed as well.

If you are planning to stay in France for more than one year, you'll have to get a French license, unless you're a student.

Russia is the member of FIA - Fédération Internationale de l'Automobile and that's enough

why not ask the French embassy in Russia, remember this section is for UK and Ireland questions only and it's unlikely that anyone will know the answer to your question. but the French Embassy will.
