The continent of Oceania has more than a dozen independent & non-independent nations & island-groups. At them moment, be it in Basketball, Soccer, Athletics, or anything else, the same countries finish in the top two every time, and the same third nation nearly always finishes 3rd.
Which of these four solutions do you think is best?
1. Let each state & territory of Australia compete as seperate nations (each athlete is to represent the one he has slept the more nights in)
2. Let each state & territory of Australia compete with their own quasi-national team, and split New Zealand (and maybe Fiji) into two - a most populous island and an alliance of minor islands team
3. get Malaysia, Brunei, E Timor, Singapore, Thailand, Indonesias many individual islands & the Philippines to join Oceania
4. have two Australian national teams - Australia over 30 & under 30.
Do you see the benefit of creating a structure that makes it more exciting, unique& unpredictable than N, C&S America?

Choice three is interesting. It will certainly add something new to the current system. Most people play to win and want their countries to win. So I don't know it will last. Once there is a pattern of who is 1,2,3 and etc., this will get boring as well.
Give it a try. It will be new and fresh for awhile any way.
This is like a college moving to another conference. It can generates some excitement.
