Chief Thunderthud from Howdy Doody in the 1950's, then American Surfers 1960's, then Cookie Monster 1970's, then Snoopy comic strip, then Teenaged Mutant Ninja Turtles 1980's, and THEN Bart 1990's.

I am pretty sure it was the Teenage Mutant Ninja Turtles and then Bart Simpson uses it a lot now, but almost positive the Turtles had it first

It was The Turtles. Bart's use was meant to typify the character in that "Cowabunga" would be a phrase often used by 7 year old boys at that time.

I have an old poster from the early seventies with Snoopy on a surfboard yelling "Cowabunga"..I think it's an old surfer thing.
