I am pretty sure it was the Teenage Mutant Ninja Turtles and then Bart Simpson uses it a lot now, but almost positive the Turtles had it first

It was The Turtles. Bart's use was meant to typify the character in that "Cowabunga" would be a phrase often used by 7 year old boys at that time.
