Do i need to have a permanent address before i can get the card, or can i just use my work address to get one? i would like to get registered immediately if possible.

The Alien Registration Card needs the address at which you are living. Whether it be a hotel or homestay. It is an easy matter to change the address even after you get your card. They will just write the new address on the back and seal it. I have changed my address a few times, and that is all they did. Same goes for your visa status. They will just write the change on the back and seal it. It would be a bit odd to use your work address because that address will be registered as a work address, to use it also for your home address is just asking for several hours at city hall of unnecessary discussion and a lot of head scratching on the part of all involved. Trust me, you want the process to go as smoothly as possible. I had a bad experience with it and it was not fun.

When you arrive you will stay at a hotel, right? What my company did for me they helped me register at the city hall, we used the hotel address. Then after I chose and moved into my apartment, I went to the city hall and registered a change of address. One family hat just arrived told me that the city halls no longer issue temporary registration cards on the same day, you have to wait the full 2 weeks to recieve the card.

As with the answers above, but adding:
Any changes to your address, work address, employment - go to your local ward office & get said changes updated on your ARC within two weeks of the change occuring! Later can result in unpleasantries...

You can use your employers address, I have done this for the last 6 years....or if you know where you will be living, you can use that address. Both are fine, but you need to indicate which address they can contact you by mail at...have fun

The address should be wherever you are staying. A hotel is fine, the ARC can be changed to your new home later.
