From the official web page from the Egyptian Consulate below, seem like Indian nationals need a pre entry visa.

C- Asian Countries

Citizens of the following countries can get a visa from our consulates abroad or upon their arrival to Egypt:

North Korea, South Korea, Republic of China, Japan, Singapore, Maldives, Nepal, Brunei.

Citizens of the following countries are required to be in possession of a pre-arrival visa to Egypt and they CANNOT get a visa upon their arrival:

The rest of Asian citizens.

if it is travel visa which you will need, you can get it upon arrival it cost 15 U$ and last for 1 month. if u need any more info just contact back
