I'm the mayor of the class and i want to report those who do not listen to the teacher

Talk to your teacher to insure that reporting your classmates would be a part of your duties and responsibilities as a classroom mayor. If it is then ask him/her for some tips. I'm sure you are already a good mayor by making an example of yourself by being attentive. A hard part of being a mayor is deligating responsibility and trying not to do others jobs.

Firstly, you have to set a good example otherwise your classmates will think that you dont deserve to be a class mayor. Then, when the teacher is explaining the questions, you can scan through the whole class to see if anyone of them is talking among themselves or doing some unnecessary stuffs. Inform the teacher-in-charge if you catch anyone not paying attention. Take away the things they are playing with and hand them to be the tacher. In this way, you will be carrying out the responsibilty of a class mayor. Good Luck (:

In education it is really up to the individual if they want to listen to the teacher. The teacher will soon know who is not listening or paying attention. It is the teacher's job to engage the student with the lesson. If you report those who you do not think are listening you are likely to become very unpopular with your classmates. Are you maybe spending too much time worrying about the others and not paying full attention to the teacher.

As much as your itentions are in the right place, I think you are trying to control a situation that you have only limited control over. You can give test them on the lecture material and punish those who score poorly, but that does not correct the true problem.

Unless the students are motivated to listen and learn for the sake of learning and not just to pass what I am sure they would call your "silly tests," they might just store the information in their short term memory and your efforts would be wasted.

I believe that students must be internally motivated, and there are external factors that can influence that internal motivation, like tests, quizzes, and grades.

Consider also that there are other ways to learn. Some people do not learn by hearing and watching a teacher describe a new concept; they must write out the ideas or explore the new concept in a tactile way to actually learn. For these people, actually listening might not do much good.

Try to find another way to exercise your position. You have been elected (I assume), and therefore your peers want you to accomplish something. Maybe you could help organize study groups or pair up tutors with students who need help: this will help you to ensure that your peers are actually learning.

If you're going to observe all your classmates during class, then you'll end up not listening to your teacher too.

How in the world can you really be listening to the teacher if you are worried about watching others? This is a real good way to make your classmates hate you! Don't take your job title to serious. If they don't want to pay attention then they will get bad grades...right? Get over it.

Hey you really care about your classmates.I am a moniter and at one point of time faced the same question.Make sure they dont hate their studies.Dont frighten them by reporting instead be friendly.Point out the troublemakers and make them understand that their studies need to be done.If they dont listen you have no choice but to report them.

do you really want to be that unpopular? you can't make them listen to the teacher. there is no way to be sure of if they are listening. I would only report the students who are making it difficult for the ones who do want to listen to the teacher.

Give them a surprise quiz thats what my teacher did when i was in school to see wether we were listening or not.

Do you not have ANYTHING better to do? Who cares who listens and who doesn't, it's the ones who aren't listening who are losing out, besides, if you're so worried about who's listening and NOT listening, then you're not paying attention either, and thus, you're a victim to your own scam, and I happen to KNOW teachers pick up on THAT first!
