I had similar problem, found this on a website ... try it out if you still have this problem.

if the tab is there and the home page has been set to a specific site and locked then do this
click start run and type in regedit then press enter
go to this string HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte rnet Explorer\Control Panel\Homepage once here rigth click on the word hompage and select modify...change the value data to 0 click ok...this will unlock the hompage..... remember 0 to open hompage and 1 to lock it...

try selecting to change the homepage to blank or default and see if it sticks....run scans....and if the homepage changes again check to see if you have any programs that may be setup to protect the homepage from being changed (Norton Internet security, spysweeper, etc.) if not you can go into the registry and change the default settings.....be aware though that any changes made in the registry could damage the pc so proceed with caution....navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main and check the values for the Default_Page_URL, and the Start Page....also check the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Search for whats listed as search pages as they could have been changed as well.
