Does Bellsouth DSL ever give you the speed you pay for?

I upgraded my DSL and have yet to see the speed Ive paid for doing their online speed check. They say they changed it but my computer is still at the same speed as before. I hate them

You might get it at like 4AM when the lines are free....

Usually peak hours mess up everything.
