Parents, without a doubt. If parents set very clear boundaries with very clear consequences and take an active roll in their kids' lives, especially at a young age, they'll know right from wrong and will act and react according to how they have been raised. Even if the kids around them are disruptive or corrupt or however you want to put it. I talk to my 4 kids teachers all of the time and they all say the same things: Our generation had kids too early and with both parents (if there are 2 parents) having to work to make ends meet, by the time they get home, there is nothing left for the kids. So, if the parents were a stronger presence in their lives, we wouldn't see the problems we are having today.

Well I work as a counsellor and deal with a lot of young people and teenagers.
I think you can have the best parents in the world and still end up on the wrong track. The general feelings I understand from young people is that everything is a quick fix in today's world, you want something, you have to have it right now. A lot of them really do wish they had more communication with their parents, but their parents are working hard to ensure they supply all the quick fixes.
So youngsters do spend more and more time occupying themselves with computers/video games etc, or they socialise with other young people, some of whom are huge characters with a lot of influence that the parents have somehow lost along the way.
Parents have some responsibility for the way their children behave, we can't absolve them totally, but there are many more exterior influences that also contribute

Here is a stance on the issue; "Which impacts more, the parent or the peer?" Me personally as a Detention Officer I think that peers play a more important role than the parent in corruption. The parent simply enables the corruption to occure but the peer or group leads the way.

The problem is all the bleeding hearts these days, Teachers can no longer punish kids , the police don’t dare lay a hand them for fear of being prosecuted even parents can not longer legally punish there own children, bring back corporal punishment in schools, give the parents back theirs powers and let the police do their jobs without fear of prosecuting just for crabbing a youth the arm, in other words lets get back to the days when kids respected adults even if that respect is born from fear.

In some cases I say yes. Some parents are setting bad examples. Add that to peer pressure and some don't stand a chance.
