When it's "cold enough to snow" it's anywhere between 32 and 25 degrees Faranheigt. 32 degrees is the minimum "freezing" temp., but snow needs humidity to create snow, basically, it "rains" during freezing temp. When the temp drops TOO LOW, the atmosphere lacks humidity, therefor, no rain, no snow.

Saying it is cold to snow is easier.

It's not quite all there is it lol,it always seems to warm up slightly when it snows.
