If you mean who originally proposed the concept that is now known as the concept of gravity, I believe it was Sir Isaac Newton of England.
If you mean where does Gravity come from, there are Quantum Physicists all over the world who are still trying to come up with an answer to that one.
The newest, and to me, the best theory, M-theory, or String theory, is that Gravity is the result of one of ten demensions that exist, but has yet to be directly detected, a microportal to which is part of every proton and neutron in our universe.
