Cars usually have a timing belt change at 6yrs or 60000 depending on the make and model of the car. I work in a garage and we usually advise a timing belt change at 4yrs or 60000miles. If your car has a high mileage for its year i would suggest you seek the advice of a garage.

ask this question of your mechanic ; is it a interference motor? if the answer is yes you risk ruining the whole top end if you have a timing belt go bad;if it is not a interference motor then it will run so poorly that you will want to get it changed . not that familiar with renault but would guess that it is a interference motor;

My hubby is a mechanic and he says usually timing belts on any car have to be changed every 50 thousand miles

On my 2003 Mégane 1.9dCi, it is due before 5 years, or 72,000 miles, whichever comes first, according to the advice sheet I got from my local dealer on Monday.
I assume the same applies to your 2003 Scénic.

I have never in my life had a timing belt fail....

Have the damn thing changed every two years. Its costs so little to be done its hardly worth the worry.

timing belts only get changed if they slip, or if your vechile isnt running right , there not a regular maintance issue, and for a 2003 it shouldnt need to be changed.....
