I'm buying an older house (1964) with tar pitch roof, with a some incline (20 degree or so). I'm wondering how much it would cost to replace the tar pitch roof with a nice composition roof. Is this a very extensive operation? What kind of risks am I looking at?

It would be an extensive operation. The old roofing material should be removed, the underlying roof sheathing checked for structural integrity and replaced if needed, then new roofing installed. If your roof is indeed around 20 degree pitch, it should be fine for composition shingles. Cost would of course depend on the amount of roofing to be done, shingles are running between $60.00 to $120.00 per square (100 square feet). Labor would be as much as the roofing, perhaps more depending on the roof.

comp shingles don't warranty till you get to 3.5' in 12' - pitch...you'd probably have to frame a hip or gable on top of what you have! if you have a BUR ( built up roof ) usually the pitch is too shallow for shingles! they will leak!
