Sounds like you may need degaussing there should be a degaussing function on the control panel if so just push it then you will hear a click and it should look better it happens due to magnetic disturbance in the vicinity of the monitor are you close to a high power line? hope that's it otherwise you may need to replace it soon because a component or the CRT may be going bad.

Double check the monitor cable, make sure it is in good shape and connected properly on both ends.

If everything there is kosher, then test the monitor on another computer and vice versa. That way you can make sure it's the monitor that is having problems and not the computer.

If it is a CRT monitor and not an LCD, it might just need to be degaussed, this can be done at pretty much any PC repair shop or TV repair shop. It should be rather cheap, if not free.

I am not really sure I wish I had better answer for you. But I might say it is time for a new one. That is what Happen to mine and then it kicked the bucket. Hope that you can fix it. But you will be happy with a new flat panel if you can afford one.
