Anyways, since this is kind of a poll, I'd suggest you file it there. It's not really a question with a best answer.
I think that fear, military might, and religion can all be used to control minor populations as well. These things, along with disinformation, confusion, hysteria, selling sickness, and brainwashing, can be used to control pretty much anybody.
People are very easy to decieve, don't believe me? Go look up a show called "The Real Hustle" on youtube, and check out a few of the clips.
Nobody is immune to being decieved, hustled, or otherwise brainwashed into fearing everything.
This statement fits into today's world quite well. Especially, because I know you were hoping I'd say it, in the United States today. Our government is cooperating with churches left and right, so I think that the power it wields is pretty much universal across America. If we can believe that anybody who holds ideas outside of those of the "party" is a terrorist, and is coming to get us and destroy our freedom, because they hate it, then I guess we can believe pretty much anything.
I think that a major part of controlling mass populations, not so much minor ones, is to keep them lazy and stupid. Give them entertainment, shelter, and make them content, and they'll pretty much do anything you want, as long as you're providing a good life for them.
In summary, I agree that fear can be instilled by pretty much anything, churches and God included. I don't think that God = Fear, because God is many things to many people. Kind of like if I asked you to define love, music, and to tell someone without a tongue or taste buds, how chocolate tastes.
Also, this fits into todays world, for me, because everywhere I look, I see people trying to scare the living daylights out of me, churches included, because they may not talk about it all the time, but when it comes to death, and sin, and when I hear about soldiers who have died, I get that same feeling, like somebody's trying to instill the (pardon) fear of god into me.

The mass population that does not fear death has no fear of military might or religion.
Read some more or travel. Most people are living their lives, and not in fear.
