Laser and electrolysis are your best bets. It will be a bit costly but the upper lip is also a small area, so the money will be worth spending. Electrolysis is permanent, while laser is only long-term reduction. Make sure you choose a qualified pro who knows what to do.
If it really bothers you, there might be something wrong with your hormones. Have you been to a gynae? It could be a sign of polycystic ovaries, so have a look please. I am using a herb called Chaste Berry/Vitex or Agnus Castus (Latin name) and it regulates the female hormones. It really works.

The hair-roots are still there. and any doctor can help you. My sister did that years ago. Nobody noticed any difference of course, but she thought so, and thats what matters. I would first try a cream bleach specifically for facial hair like Jolen, and if that doesn't work, I think you should go and see a beauty therapist - you don't want to mess about too much with your face.

go to a beauty salon and see what they suggest. the spots are probably not permanent and maybe a peel will get rid of them. i wouldn't shave/wax again until they are gone, it might make it worse..

get a laser that is permanent because now that you have used a razor those marks or stubbles will be there...Laser permanently removes it...and is probably well work the money...I am currently doing a treatment...just waiting to see if they results are what I expected...if they are it was worth every bit....
