Aside from butt implants and surgery, consider the following:

What kind of pants/jeans/skirts you buy. The fabric is very important, you probably want a fabric like a matte jersey material, that hugs your curves, basically not too tight, not too thin, and not too stiff.

Or wear a butt shaper underneath - the best one is Spanx (www.spanx.com). They run about $40-$60 (depending on which one you buy), and they suck in everything, and lift your butt up to make it more curvy.

3. Back to the style of pants to buy: You don't want low rise or hip hugger, that creates a straight line that makes your butt look even flatter. You want mid-rise, or super high rise if you're going for that charlie's angels 70s look. This will help the pants hold themselves on your hips and create a nice smooth curve of the line on your butt. You also want to make sure that there are small pockets on the back (not large ones), to give the illusion that your butt is much curvier than it is... and make sure the back doesn't gap, and create a saggy butt.

As for skirts, same deal.. nothing too low rise, something a bit curvey but not too tight or else you'll REALLY look like you don't have a butt, look for A-line skirts that give you volume and a bit of shape on the bottom, or trumpet skirts with pieces that curve in at the butt and flare out at the bottom (think Dita von Teese)..
