Did they just shovel it in with heavy equipment, or is there something I'm missing?

They probably used a bunch of snow making machines. I know snow machines are used on snow hills to help build the hills up.

(snow machiens make snow out of water and ice etc.)

The base is artificial snow. They probably used snow machines, and a lot of fake snow. There is a silicon composite that is just like snow, but without the melting action, and the trouble of weather conditions, and the need to be outside. Winter sports purists though are against the use of the fake stuff.
