Can multiple alt tags be defined for an image without slicing it? If yes, will all the tags be displayed when I mouse over the image? Are there any negatives/drawbacks in defining multiple alt tags, from SEO point of view or otherwise? Will it be considered as spam?

You can't display multiple alt tags for a single image url.
It's worth keeping in mind the purpose of the alt tag http://www.seo-blog.com/alt-tag.php and that spamming the alt tag can have a negative effect on SEO.
A better approach is to use the alt tag correctly but increase the chances of users finding you from an image search http://www.seo-blog.com/image-search.php
