How far back in history do you want to go? Terrorism has taken many forms over the centuries. The Mongols, The Crusades, The Spanish Inquisition, The Colonization of North America. The Roman Empire. The Third Reich. Terrorism is a method of gaining a political or social advantage for a stated or unstated end result.

The idea of inflicting psychological terror upon your enemies is as old as war itself. The Mongol Hoard used tactics designed not for military practicality but for the striking of fear into the hearts of the opposing force. In fact the bible has an example of God instructing his people in the ways of terrorism for the glory of God. It is the story of Gideon. It is in Judges chapter seven. God tells Gideon exactly how to use only 300 men to frighten off an enemy army of many thousands of men. According to the literal definition and not the post 9/11 definition this would qualify as terrorism.

The earliest I have ever heard from comes from the Roman occupation of the Middle East. Anti-Roman fanatics would walk up to a soldier in town and slash his throat. The fanatic would be cut down by the other Roman soliders an instant later, but they didn't seem to care. There has never been a successful urban occupation in the MIddle East. Rome was very harsh there, but it did them no good.

Atilla The Hun is another example
Alexander The Great
Recently tho, the word "Terrorism" has added on a whole new definition...has been (for lack of a better word) refined...
And you can't forget the Roman Empire as well

It starts when strong powers with armed soldiers/police start crushing the weak peaceful poor unarmed and untrained. The strong powers justify their offensive acts and condemn the defensive acts of weak poor, terming it terrorism. Powerfuls fight to snatch basic fundamental rights/lives of weak poor and weak struggle to save and secure them. Alleged terrorists of past are honoured as heroes and martyrs today, most often.
Americans/British etc. claim their acts of invading upon Iraq and Afghanistan as peaceful and liberating and term the locals struggle and resistance to save their mother land as terrorists act. They justify their killing in millions through army but call the strugglers' killing the invaders in dozens an act of terrorism.

on some school playground one kid figured out that he could intimidate smaller kids and get them to hand over thier lunch money.

Thats the beginnings of terrorism.

terrorism is just someone using the tactics of a bully. Bullies are cowards. Terrorists are cowards. They don't show thier faces. They hide in caves and under rocks.
