Around here no insurance is an indictable criminal offence. He should pay for the damages and have the other party sign a release freeing him of any further obligation.
If this is a minor accident , this should be no problem, but if it is a big one or if somebody got hurt, the other party might not want to do this. If he drives again without insurance, you should get a new boyfriend. This one is asking for a criminal record.

The first thing that comes to mind is find out from local police if there was an accident report filed by the other driver. If yes there might not be any way to deal w/ it in a "quiet" manner. If not any contact he has w/ the other driver should be recorded so that if the other driver wants more money after your boyfriend pays him you will be able to prove the other drive failed to report the accident and they will get in deep w/ their insurance company. I fail to see the point of not having insurance. He has money to pay for the accident but not enough to pay for insurance??.. dosent add up. He should get insurance before someone sues him
