Rome was more than a Empire. Everywhere the Romans expanded they took their laws and culture with them, and assimilated others into their Empire, learning and adapting to other cultures. Every Roman town / fort established brought along Roman civilisation - the town centre, local senate, system of government, laws and customs. No other Empire, apart from the Greeks, has been able to expand, and also adapt - the Romans were very good at adapting and adopting practices to make their military more efficient.
Another measure of their success was that the Roman legions were farmers - they were Roman citizens, not slaves and foreign mercenaries who had no loyalty to the state such as the Macedonians, Phonecians etc. Success also brought the Romans prestige - to be a Roman Citizen was very sought after. For Rome to incorporate neighbours as allies, based on the paternal system, not only expanded Rome's influence, but made Rome's very neighbours a part of her empire.

the whole bit. After the fall of the Roman empire, many of the barbarians (Huns, goths, franks, Ostrogoth's, etc.) claimed legitimacy as the successor of the Roman empire.
Charles the Great was a Frankish king who was proclaimed Holy Roman Emperor. (which i might add the holy roman empire was neither holy nor roman)
The German called their Emperor kaiser which came from Latin as Cesar.
Even the Tsar of Russia claimed Moscow as the third Rome.
(after the real one and Constantinople).
The roman empire is only great because they are remembered.
They were remember because they were successful. They were successful because they embodied what an empire should be.
who knows in a thousand or two years some future country might claim the U.S. as our successor.

their army u can say all the other thing but Rome was who she was because of her army u can't have the worlds biggest empire to that date with out being able to move an army at a moments notice when trouble arises. and when the army wasn't fighting it was busy making Rome into what we know of it today. it built the roads from Rome to every where it also built the aqua ducts to bring water places among other things.
