Yes. It is possible. All you need is a passport, a way to get to Europe, and money. A 17-year old is considered an adult in many countries.

Very possible no problems once you get to Europe. No parental permissions needed on this side. Have been interrailing since 16 and my son too.
Age 16 is also the legal drinking age in restaurants Germany and in practice everywhere besides Scandinavia and UK a 16 year old can go and have a drink in a bar or buy alcohol in stores.
Get an eurail ticket and have fun also recommend to extend your trip to east Estonia, Latvia, Lithuania, Poland, Czeck, Slovakia, Slovania and Croatia are interesting and very liberal countries for a budget minded traveller. Eurail doesn't extend there, but local train/bus prices are very cheap and living cost low.

You will need a stamped certificate-permit of your town hall, that the parents give permission to do this trip, be Clare to put all the destinations on, very important, customs & hotels/hostels need to see it.
