Your friend/aquaintance/stranger never names someone by their race but always says "that guy" "that girl"?

Ok for example instead like some people she doesn't say "That mexican Brian talked to me last night whoa he's hot."
Instead she says "That guy Brian is really hot!"

She never mentions their race or culture unless she needs to identify them upon request legally or medically by a doc or a cop.

it's presumed that you already know the person or you've seen him before.

i think it's rude to refer to races often.

I don't think I would refer to someone as that "mexican" or that "aussie" - they are people, that would be like saying that "black" guy or that "gay" guy. Its just wrong, you don't classify that way, they are people, they have hearts and feelings. I wouldn't like it if people referred to me as "that fat woman", yes, I am fat, and I am a woman, but doesn't that sound rude?

i use the terms that guy or that girl for everyone. So I would not think anything of it. Maybe you are reading to much into it.
