im looking at buying an apple laptop
do i need to add the iWork package to be able to have garageband? or is it preinstalled?

I believe that Garage Band is inside iLife. Not in iWork. Yes, iLife comes free with the purchase of the MacBook. Check it here:

iWork has nothing to do with GarageBand.

it's pre installed, along with photobooth, itunes, ichat, and a lot more other things... and you could download some awesome widgets... so GO AND GET YOURS RIGHT NOW.. dont wait until tomorrow...
it's so worth it....
