How old are you? If you are a young teen, the foreskin may not yet be ready to pull back. Once it is loose enough, it will pull back by itself when you have an erection and then go back to covering the head after the erection ends. In any case, it should not be painful.

If it is a bit tight, then it might be a little uncomfortable, but not actually painful to pull it back. You may need to stretch it a little. Many people prefer to do it in a warm bath or else use some oil or lotion. Basically, use your fingers and pull GENTLY on it until it's very slightly uncomfortable, then let go. Repeat several times a day. Pulling to the point of pain can actually make things much worse, so don't try to be macho. You should see some results in 2-3 weeks.

You might want to search "phimosis" on this forum. You probably do not have phimosis, but many of the answers deal with stretching techniques which might be helpful to you.

Once it is loose, pull back the foreskin when you urinate, which will help keep things cleaner. And pull it back and wash gently (you may not want to use soap) in the shower every day.

Be very glad you still have a foreskin!
