Matters where you live. To find a place local, see if you have any machine shops near by. They could definitely tell you. Look for metal supply places, such as NIVERT, etc.

If you really want to buy copper, look for copper flashing at hardware and building stores or for dealers in metals non-ferrous in the Yellow Pages. Unless you are being decorative on purpose, copper is quite soft and stainless steel would be a better choice. In either case you will probably have to buy sheet and cut a long narrow piece off the side. If you are selling these, you can get a sheet metal shop to shear uniform strips using their big mechanical shear.

Go to a good hardware store and ask for copper shim. 1" wide and .0010"-.0015" thick. (10-15 thousanths) Copper is pretty soft so you may need something a little thicker for a cookie cutter. Hope this helps.

I think you can use copper sheet from jewelry supplies store to make these cookie cutter or just buy stainless steel one.

I think copper and most metal beside stainless leaks metal residue to the food that can be poison. if you are intent to use it for food.

The price of copper's sky high right now, you could probably purchase a ready made one a lot less expensively. If you're looking for a special shape, search the internet and I bet you'll find one.
