ok i heard that you can make the psp a remote for a tv etc. but i dont know how, or if i need any software, could you please tell me??????

if you have a version above 3.03 (not including) then you can't YET. if you have 3.03 or below, you can downgrade to 1.5, which is very easy and safe, then upgrade to custom firmware, also very safe and easy, 3.02/3.03/3.11 OE.

The program you're talking about is Massa's PSP Universal Remote, which can be downloaded here: http://dl.qj.net/Wi-Fi-IR-Apps/pg/12/fid/1442/catid/189 . I have it on my PSP and it works brilliantly!

The remote control program you are talking about is a homebrew PSP application.
In order to use it, your PSP has to be able to run homebrews. To make your PSP homebrew enabled, you have to downgrade your PSP to firmware 1.50. But doing that is not very easy and very risky.
