There have been attempts to do so. The NVQ is an example. However, Even though NVQs are rigorously tested and verified, the predigest against them is massive. It has led to a devaluing of them both in apparent and real terms.

Therefore while we still think in 19c terms, exams, however inappropriate and ill measuring they are, are a necessity.
