Its a question of definition. Fire can certainly take place in frigid environments. A house can burn down in the Arctic Circle. If you define the environment as a large area, then you can describe the temperature as ice cold. If you define the environment VERY locally, then you describe the environment as hot. Keep in mind that sometimes when fires take place in very cold environments, its easy to get burned because the fire does not feel hot until the burn begins.

You need 3 elements for a fire to burn. Fuel, Oxygen, and Heat. Take away any one of the elements and you extinguish the fire.
So no.....fire cannot be ice cold.

it would not burn and no it will not freeze it. lets use this example:take a peice of paper and put it over the fire at your stove--not in it.you can still see it burning- Beacuase of the heat.lets take other peice of paper and use the magnifying glass/sun trick. it would still be burning-- Becuse of the heat. same thing with houses.

Fire is a chemical reaction. Usually this creates energy, hense heat is generated.
I think if fire was ice cold it would be ill-named. Maybe 'Ice" would be appropriate.
