They are little bumps. I also have itches on the inside of my leg closest to the scrotum. I am sexually active.

The little bumps are nothing to worry about. They occur naturally on most men.
The itching could be simply irritation from jeans, pants, or boxer shorts. It could also be due to a mild fungal infection. Wash the area well, use a hair dryer to get the area free of moisture, then apply an anti-fungal powder, available at any drug store. Ask the pharmacist if you can't find one.
