I know I need a international calling code and stuff, plus each country writes their phone numbers different, like the US's is 555-555-5555 but it's not the same in other countries.

First things first, Call up your operator and give them the international number where you want to send the text message, a tie-up is required for sending text messages, If there is a tie-up then just write the test, prefix +number and Send.
That's all.
If there are no tie up then the message won't be delivered.

You mean cell phone ? Same as calling that person. No difference. If you can call him/her, you can send the message from your cell phone to his/her cell phone.
